      <image:caption>Dave established Hartesveldt Ecological Consulting (HEC), a sole proprietorship, in February 1995, in Oakhurst, California. Dr. Rick Hopkins joined the firm in 1999, establishing a branch office in San Jose that year. Together, Dave and Rick incorporated what had been HEC in June of 2000 as Live Oak Associates, Inc. Dave’s work as a wetlands ecologist dates back to 1986. Over the past four decades, he has provided wetlands expertise for hundreds of projects throughout California, in which he has delineated aquatic resources subject to state and federal jurisdiction, secured permits and approvals for wetland impacts, developed mitigation plans subject to approval of state and federal resource agencies, guided wetland creation and restoration efforts, and provided general consulting support to clients regarding wetlands and other jurisdictional waters. Another of Dave’s areas of expertise is CEQA. His portfolio of CEQA biological studies ranges from simple parcel maps to large, master-planned communities; Dave has supported the latter with the preparation of EIR biological resources sections that are rarely challenged by opposition groups. His comprehensive understanding of the CEQA Guidelines and applicable case law, founded in decades of CEQA-related biological work, make him an invaluable asset to his clients and a key member of any project team. Dave’s success as a consultant is rooted in his commitment to “let the data drive the conclusions,” a philosophy that he and Rick also uphold for the company at large. Her portfolio includes numerous biological evaluations prepared in support of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) review, in-depth studies of focal species and habitats, and various other products. Whether contemplating small-scale utility upgrades or city-wide general plan updates, Rebekah’s studies are accurate and thorough, responsive to client needs, and well-documented with technical reports and graphics. Rebekah also has experience with natural resources permitting, having prepared application packages for Clean Water Act Section 404 and 401 permits, California Fish and Game Code (FGC) Section 1602 Streambed Alteration Agreements, and FGC Section 2081 Incidental Take Permits, as well as Biological Assessments and Habitat Conservation Plans for Endangered Species Act compliance. She prepared a programmatic Biological Assessment for long-term resource management on the Tule River Indian Reservation, and was commended by the Tule River Tribe, Bureau of Indian Affairs, and U.S. Fish and Wildlife Service for the quality of the report and its treatment of endangered species issues. She continually works to improve her understanding of the regulatory environment, and to track changes in natural resources law and its interpretation. Since 2017, Rebekah has been working remotely – first while traveling the country with her son and now from her home in Washington State. She successfully manages her projects from afar, planning and coordinating any required fieldwork, and working closely with the project team to ensure the delivery of all contracted services. With fieldwork no longer part of her daily activity budget, Rebekah has more time for deliverables. A particular focus for Robert is avian biology; he has led over 1,400 bird surveys, and is familiar with all potential nesting species in California. He has conducted protocol surveys for the Swainson’s hawk, least Bell’s vireo, and burrowing owl, has participated in many burrowing owl passive relocation efforts, and has tracked and mapped golden eagle breeding territories. Robert also has specialized experience with the California tiger salamander and Tipton kangaroo rat and is eligible to obtain permits for their capture and handling. He has performed numerous camera-trap surveys for the San Joaquin kit fox, and is a level II surveyor for the blunt-nosed leopard lizard. Other special status species experience includes the California red-legged frog, foothill yellow-legged frog, Pacific giant salamander, giant garter snake, and coast horned lizard. Robert is familiar with bat acoustic survey techniques, and has conducted numerous such surveys at buildings, trees, and bridges. He has handled many small mammal species, both protected and common. To his role as Field Manager, Robert brings not only his extensive species expertise, but a conscientious work ethic, leadership skills, and attention to detail. For any given project, he ensures tasks are completed in accordance with the regulatory permits and as specified by the client. He serves as a liaison between regulatory agencies and construction personnel, and regularly prepares survey and monitoring reports. Robert’s contributions to wildlife research and conservation extend well past the workday. In his free time, he leads birding field trips, gives lectures on various focal species, and teaches wildlife-themed courses and workshops. He has volunteered extensively on bat research projects in the U.S. and Mexico, capturing, handling, and radio-tracking various species. Among his ongoing projects, he manages vernal pool habitat monitoring for the Kennedy Table Conservation Bank and Drayer Conservation Bank. Since receiving his USFWS Branchiopod Recovery Permit in 2007, Jeff has conducted numerous branchiopod surveys on project sites ranging from a few acres to thousands of acres. Jeff also maintains a valid CDFW Scientific Collecting Permit and is a qualified Level II blunt-nosed leopard lizard surveyor. Jeff’s field experience includes numerous botanical and wildlife surveys covering rare plants, birds, San Joaquin kit fox, riparian brush rabbit/wood rat, herps, branchiopods, and valley elderberry longhorn beetle. Natalie obtained her Bachelor of Science degree in Ecology and Evolutionary Biology at UC Santa Cruz. While pursuing her BS, she participated in a number of internship and research opportunities including forest ecology data collection, small rodent trapping surveys, and a study abroad program in Costa Rica where she mist-netted bats for her undergraduate research project.
